Progressive Wage Mark Plus: going beyond wage compliance
The Progressive Wage Mark was initiated by Singapore's tripartite partners - the Ministry of Manpower, National Trades Union Congress and Singapore National Employers Federation - and is administered by the Singapore Business Federation. It recognises eligible employers that meet the applicable Progressive Wage requirements for local workers and pay all other local workers at least the Local Qualifying Salary.
Progressive Wage Mark Plus is the higher of the scheme's two tiers. To receive it, an organisation must first qualify for the Progressive Wage Mark and then adopt the Tripartite Standard on Advancing Well-Being of Lower-Wage Workers. The standard extends the commitment beyond pay. Its practices cover training and career development, recognition of skills, support for learning, workplace safety and health, workplace health programmes, and access to proper and reasonable rest areas.
In the food-services sector, the Progressive Wage Model links wages with skills, training and clearer career pathways. That makes the Mark particularly relevant to a hospitality business: it recognises that sustainable progress should create opportunities for the people whose work powers daily operations.
For Commonwealth Concepts, the Plus tier signals a commitment not only to meeting required wage standards, but also to supporting lower-wage workers with the structures that help them learn, stay well and progress. It also reinforces the connection between our recognitions: the Tripartite Standard requires at least bizSAFE Level 2, while Commonwealth Concepts has attained bizSAFE Level 3.
